A cut-off is not a threshold. It is a historical record of one thing: the rank of the last candidate who accepted a specific seat, in a specific round, in one year's counselling. It is produced after the fact by that year's unique mix — how many seats existed, how many candidates chose that seat over others, and how hard the paper was.

Change any of those and the cut-off moves. A seat can close at a very different rank the next year with no change in a student's ability. Using last year's number as a target treats a by-product of one year's choices as a fixed requirement — which it never was.
