Can I become an engineer without Biology?

Yes. Engineering needs Maths and Physics; Biology is required for medical fields, not engineering.

Should I take Commerce with or without Maths?

Take Commerce with Maths if you may pursue economics, finance, data or some B.Com/BBA programmes; without Maths is fine for CA, law and general commerce.
